IATA's new system on Ticketing Authority Process to affect airline-agent relationship, says IAAI

International Air Transport Association (IATA) has decided to implement a new Ticketing Authority Process (TAP) system in India from 1 April, 2010. In this regard, on 8 March, 2010, IATA released a circular to travel agents across the country. Till now, travel agents could fix their individual ticket stock limits with airlines based on turnover and insurance guarantees. According to Biji Eapen, president, IATA Agents Association of India (IAAI), this new TAP system, without specifying proper mandates, authorises airlines to admit, refuse or limit ticket stock of individual travel agents arbitrarily. With this proposed system, every airline can decide whether to admit a travel agent or to refuse and to fix ticket stock limits arbitrarily. According to him, IATA is distancing itself from any form of collective agreements. Though IATA Resolution No. 878 in conjunction with Resolution No. 820 authorises airlines for general concurrence, this transition does not conform to the laid down procedures of IATA.
